The business objective of this tender is to acquire high-quality Dynamic Security Assessment (DSA) software and services, such that TenneT is able implement and operationally deploy Online DSA functionalities to mitigate the risks of the evolving power system with regards to dynamic stability. The software tool for Dynamic Security Assessment (DSA) of an electric power grid, specifically Transient Stability Assessment evaluates a power system's ability to maintain synchronism when subjected to a large disturbance, such as a fault, line outage, or sudden loss of generation. It involves analyzing the dynamic response of generators and system components during and immediately after the disturbance to ensure the system can return to a stable operating state. The tender scope includes maintenance and support regarding the software tool as well as expertise/consultancy for during the implementation/integration phase and for during the operational phase. Optionally are functionalities regarding Voltage Stability Assessment, Small Signal Stability Assessment, RMS-EMT co-simulation as well as other current or future functionalities for evaluation of a power systems dynamic behaviour beyond those described above that are beneficial to a control room operator's situational awareness and decision making. The goals of this tender are as follows: Goal 1: Procure software tooling for Online DSA, including updates, bugfixes and new versions. Goal 2: Procure support expertise to facilitate TenneT’s implementation and integration of the procured Online DSA tool. Goal 3: Procure third-line support during the Online DSA tool’s operation at TenneT. Goal 4: Procure expertise as needed for optimizing TenneT’s understanding and usage and operation of the Online DSA tool.

Sound financial condition: The Tenderer declares that it is in a sound financial condition and has sufficient financial means to continue its business activities and to perform the Contract. To demonstrate this, the Tenderer to whom the Contract is preliminarily awarded and is invited to participate in the clarification phase will be required to submit proof hereof, such as a statement (opinion) by an independent chartered accountant, (based on the latest financial report), that this accountant has no doubts about ‘going concern’ regarding the company of Tenderer whereby ‘going concern’ has the meaning as set by International Financial Reporting Standards (IFRS).

Reference for core competence 1 - 'Supply of a software tool for DSA': The Tenderer must have experience with the supply of a software tool for Dynamic Security Assessment in particular Transient Stability Assessment (TSA), including providing maintenance and support as well as enhancements of functionalities. The Tenderer must provide one (1) reference as evidence, which proves that the Tenderer has experience with: The supply of software tooling for DSA at least for TSA, where the software tool has been implemented and is (or has been) in operational use in the control room overseeing the power system and the (end)customer is a Transmission System Operator, Transmission Operator or similar of a power grid; Providing Maintenance and support (at least 3rd line support) during the period of operational use). Enhancing of functionalities during the period of operation.

Reference for core competence 2 - 'Providing expertise': The Tenderer must have experience with providing expertise for implementation and integration such that the (end)customer is able to implement a DSA software tool and integrate it in its landscape. The Tenderer must provide one (1) reference as evidence, which proves that the Tenderer has experience with: Providing expertise for the implementation and integration to the (end)customer (or to its system integrator) where the software tool for DSA at least for TSA has been taken into operational use.
