RDW has also been appointed as issuing authority for Dutch driving licenses, alongside all the Dutch municipalities. Finally, RDW is responsible for concluding agreements related to the production of driving licenses, the secure distribution of the driving licenses and the management of the facilities required for these tasks.

In addition to proof of the ability to drive, the driving license has also been designated as an official identity document in the Netherlands.

At the moment the citizen has 2 choices for applying for a driving license;

Regular application via the municipality: the citizen pays two visits to the town hall in order to obtain a driving license: once to apply for the driving license and once to pick up the driving license. The application for a driving license at the municipality means that a passport photo with a good-looking image of the citizen is submitted and that a form is completed and signed. After payment of the fees, the municipality will process the application. After verification of the applicant's identity, the application process is completed by scanning the form. The scanned form is processed by the RDW, the passport photo and signature are stored and a driver's license will be issued.

Digital applications: Citizens have their photo taken by a recognized professional photographer and can then apply for a driving license online. The citizen then only needs to go to the town hall to pick up the driver's license. This means that the first moment of contact at the town hall is no longer necessary. At this time, digital application is only possible for renewal of a driving license. In the future, it is the intention that passport photos will also be supplied digitally for first issue applications.

An Agreement with one (1) supplier, the initial term of which is four (4) years, with the possibility of four (4) renewals for a term of one (1) year each time, with the conditions remaining the same.

Beschrijving van de opties:

The possibility exists that during the duration of the contract, RDW is given a mandate by the Minister of Infrastructure and Water Management (the Directorate-General for Mobility (DGMo)), as the administrative body - to be burdened with tasks and powers as derived from the (yet to be in force) Heavy Goods Vehicle Charge Act, EETS Implementing Act and the Act on the Temporary Levying of Toll - to fully or partially, on behalf of this Minister (the State), carry out or have carried out these extra tasks and powers. In the event the Minister provides such a mandate to RDW, RDW is entitled to have the Contractor carry out these services and/or supplies for the benefit of these tasks and powers under the conditions of the present contract which shall be expanded with these services and/of supplies. The services and/or supplies with which the contract shall then be expanded shall concern the services which are briefly described in the scope and in the correlating documents and shall then be formally carried out on order of the State, which shall then formally be the Client insofar as far as the expansion is concerned. In the event of such an expansion, the possibility exists that the State may wish to terminate the mandate given to RDW and instead assign the tasks and powers concerned in the contract to a new entity to be set up by the State. In this situation, RDW is entitled, to transfer the contract, insofar as the extension is concerned, that the Contractor formally carries out on order of the State, to a new entity by way of a contract transfer. A mandate has by now been given to RDW in regard to the Act on the Temporary Levying of Toll.
