The scope of this tender is defined by both a system (the product) and services (behaviour) to be provided by the vendor, acting together as an integrated and coherent solution for Alliander. The requirements that the system will have to meet consist of both functional and non-functional capabilities.
From a functional perspective the required system capabilities are defined by grid state monitoring, grid state visualisation, grid event management, grid operations management, human-machine interfacing, a historian and master data management.
These functionalities are required for the following Alliander’s grids: gas, electricity (high voltage + medium voltage). The latter includes TSO support (ICCP link with TenneT).
In addition, there will be emphasis on the system's capability on integration and interoperability with both OT devices and IT systems.
From a non-functional perspective the required system capabilities are defined by architecture, system capacity, system performance, system continuity (fallback and disaster recovery), and quarantine mode.
The requirements that the services will have to meet consist of the vendor's behaviour in supporting Alliander to implement and operate the system in a professional way. There will be specific attention on requirements for governance, the initial implementation and migration of the solution as seen from both a technical as business perspective, development and testing services and maintenance and support.
For all services governance rules will be provided up front, which ensures a clear separation of responsibilities where Alliander reserves the right for final decision making in all cases.
Last but not least, security requirements are an integral part of the entire solution. During the Tender, both technical security requirements for the system as well as security management requirements for services will be defined that the solution will have to meet upon the initial implementation.
The system will initially be sized on the current grid scaling requirements.
2 control centers (primary/hot-standby);
5 control posts (24 x 7) for each control center;
350 high voltage substations (IEC-104);
350 gas substations (IEC-104);
900 automated secondary substations (IEC-104);
8000 automated grid fault detection units (IEC-104);
2 redundant ICCP links to TSO (TASE-2).
