This assignment entails the development of a vision on an integrated energy transition within the Northwest- and Central-European (NWCE) energy market from a Dutch perspective (mainly). Therefore, the Ministry of Finance requires technical (advisory) support regarding the role, positioning, (cross-border) operations and projects of – primary – electricity and – secondary – gas transmission system operators (TSO’s) within NWCE. The goal of the Ministry of Finance is to better understand from a technical perspective how electricity and gas TSO’s – as providers of vital infrastructure – could operate and be positioned in a changing international environment and to identify opportunities for improving (the) business case(s) of the energy transition and thereby advancing more effective and efficient.
