This Contract Notice is for the procurement of capacity services between Beijing and any GEANT PoP in Europe listed in the tender documentation.

The National Research and Education Networks (NRENs) of Europe and China have jointly funded, dedicated point to point connectivity via direct terrestrial and submarine fibre optic cables since 2007. This links the pan-European GEANT network and the Chinese networks CERNET and CSTNET, thus enabling scientific and academic collaborations between their research and education communities.

Previous connectivity contracts and their funding have alternated between the European and Chinese sides while the current 10 Gb/s dedicated capacity between Europe and China is jointly provided by GEANT and CERNET. A second EU-China link at 10 Gb/s or higher capacity is now sought by GEANT and CSTNET to increase capacity between the 2 regions.

Tenders are invited for both submarine and terrestrial solutions between their respective Points of Presence in Beijing and Western Europe with the addresses to be provided in the tender documentation.

While GEANT is conducting this procurement exercise, it is being undertaken in co-operation with CSTNET national research and education network in China. It is intended that any contract awarded as a result of this tender may be with GEANT or CSTNET or both and may include novation options The project partners are interested in exploring contractual and financing options during the dialogue process.

Upon any successful award(s) by GEANT and CSTNET under this procurement exercise, where it has been made clear in the final tender documentation alternate contract forms may be defined including possible novation to Chinese project partner(s) or a tripartite contractual structure.
