The scope of the tender is blockchain services primarily for TenneT's ancillary services and congestion management activities, but not exclusively. The services to be provided under the Contract consists of blockchain-related services such as:

Part 1: business development

— Business development of a permissioned blockchain for TenneT's ancillary services and congestion management in home countries the Netherlands and Germany;

— Support shall include possible other business development for other European markets

— To propose improvements for the energy sector market design, including at least system operations (ancillary services and congestion management for TenneT TSO B.V. and TenneT TSO GmbH), regulation, privacy, data security and other market design aspects for at least home countries the Netherlands and Germany, and possibly other European markets.

— Consultancy and Business Development services (such as reviews);

— Contribution to (European) standardisation of blockchain concepts suitable for the European energy sector;

Part 2: IT development:

— IT development and implementation of a permissioned blockchain (Hyperledger Fabric and/or other platforms/solutions) for TenneT's ancillary services and congestion management in home countries the Netherlands and Germany

— The services shall include possible software implementations in other European but exclude the implementation work on a market party side;

— Contribution to (European) standardisation of IT blockchain building blocks suitable for the European energy sector;

— Optionally to provide a certificate authority service concerning the blockchain;

— Other services at the request of TenneT that can contribute to the further development and spread of the permissioned blockchain applications;

— System integration with already existing back-end applications of TenneT and business partners concerning blockchain activities.

— Documenting of blockchain applications;

Part 3: maintenance and support on blockchain:

— Maintenance and support on blockchain environment and applications;

— Optionally hosting of blockchain DTA(P);
