The overview of the scopes for the known WA and RY projects as well as optional future projects is as follows:a) for the Wardenburg project (WA):Wardenburg compressor station is an existing compressor station for gas transportation. The scope contains the integration of two replaced compressor units (E1, E2) into the existing station control system (SCS).The scope contains the complete design and engineering, drawing package, update SCS-system-software, extension of communication interfaces, extension of the existing failure analysis system, on-site delivery, testing (FAT), on-site commissioning including site acceptance test (SAT) and the start-up of the station. For the control system all necessary process and scada hardware and software and including (as-built) drawing package and documentation is included. For compressor unit E1 commissioning will be in 2015, for unit E2 commissioning will be in 2016.b) For the Rysum project (RY):Rysum compressor station is an existing compressor station for gas transportation. The scope contains the integration of one replaced compressor units (E1) into the existing station control system (SCS).The scope contains the complete design and engineering, drawing package, update SCS-system-software, extension of communication interfaces, extension of the existing failure analysis system, on-site delivery, testing (FAT), on-site commissioning including site acceptance test (SAT) and the start-up of the station. For the control system all necessary process and scada hardware and software and including (as-built) drawing package and documentation is included. For the compressor unit E1 commissioning will be in 2016.c) For the optional new compressor station (NCS- project under development):The scope encompasses the complete design and engineering, drawing package, assembly of cabinets, on-site delivery, testing (FAT), on-site commissioning including SAT and the start-up of the Station Control System (or major modifications thereof) including all necessary process and scada hardware and software and including (as-built) drawing package and documentation.The size of the new SCS for the compressor units is approximately 17 operating pictures, 200 analog values for data archiving, and complete operational protocol for each compressor of the station.The size of a new SCS system (in addition to compressor units) is approximately 700 hardware IO-points, 15 operating pictures, 200 analog values for data archiving, complete operational protocol. Part of the field instrumentation is located in a hazardous area.d) Applicable to all projects:For many years Gasunie Deutschland is standardized on ABB AC800F and Freelance for process control systems and scada systems and standardized on HIMA for the ESD systems. The standardized failure analysis system is MASK-IT. The standard for vibration analysis sytems is Delphin. For that reason the use of these systems is preferred and will be prescribed in the detailed specification as part of the Request for Proposal (RFP) in Phase 2 of the tender.When in the tender documents “ ABB AC800 F” is stated, this should be read as “ABB AC800F or equal / comparable”. Alternative solution will be assessed taking in account the total cost of ownership (TCO) for the project(s). Meaning that for offered alternatives the required additional costs such as, but not limited to, additional required spare parts, maintenance trainings, operational trainings, the costs for additional maintenance agreement(s), extra maintenance personnel, etc. during the full life time of the systems will be added to the specific bid. This compared to the existing situation within GUD.

Project specific criteria Taking in account that the timely delivery of the systems is vitally important for securing the gas deliveries to cities and industries, (generally the stations must be in operation each calendar year in September) the project specific schedule risks will be part of the award assessment and taken in account.

Applicant shall demonstrate that he has extensive experience with the design, engineering, assembly etc. of complex Process Control Systems and in particular with Process Control Systems for gas compressor stations implemented with the ABB AC800F and Freelance system family and the HIMA ESD system family and the integration of Solar T60 / T70 compressor packages which are bought for the WA and RY projects. Specifically with the assessment of the references, the experience with ABB AC800F, the integration of the systems as mentioned under art. 2.1 into the ABB system, as well as experience on the existing systems in Wardenburg and Rysum will be severely weighted, this being regarded to be a major project risk.

The SCS shall be delivered conform the Gasunie specifications and standards as shall be presented as part of the RfP.

Generally the SCS shall be designed to the latest state of the art and for a life time of at least 15 years.

Supplier shall state that the SCS and its components is available for a minimum of 10 years and that spare parts and software support is available for a minimum of 15 years.

Supplier shall guarantee the stability of data archiving system for a minimum of 10 years.

The SCS shall operate continuously without loss of function except during planned maintenance outages. As per Ariba. null

Technical capacity Information and formalities necessary for evaluating if the requirements are met: Please refer to the describing documents in Ariba.

1)The WA and RY projects are existing stations under gas (brown field project) which require specific expertise on HSE aspects specific applicable within Gasunie Germany and subject to German regulations. Specific references shall be asked for in the Ariba Rfi.

2) The WA and RY projects consist of the integration of new Solar T60 and T70 compressor packages into the existing ABB 800F systems. Specific references shall be asked for in the Ariba Rfi.

3) The WA and RY projects consist of the removing of old compressor systems out of the existing ABB 800F systems while existing machines stay in operation. Specific references shall be asked for in the Ariba Rfi.

4) Due to safety risks and schedule risks during execution of the brownfield projects the experience with- and knowledge of the Gasunie Germany PIMS / GMS procedures is important and will be evaluated in the assessment of the references.

If the technical capacity of the item 1, 2, 3 and 4 is insufficiently proven, or judged by the assessing team of the Contracting Entity, the applicant will be excluded from further participation. As per Ariba. null
