Operational system for the Purposes of calculating set-point values to instruct the HVDC link

BritNed Development Ltd

BritNed Development Ltd. is a joint venture of British energy company National Grid International Limited and NLink International B.V.; a subsidiary of TenneT Holding B.V. BritNed is responsible for the operational and technical management of the BritNed interconnector, the first electricity connection between the Netherlands and Great Britain.
Market participants have access to the interconnector capacity through auctions. Once capacity has been successfully allocated to a customer, the customer submits their nominations for power blocks (MW) to BritNed's Auction System. These are then directionally netted and sent electronically to the operational systems where the actual minute by minute power flow is calculated. The delivery of the netted nomination profile cannot always be realised because of GB and NL TSOs imposed restrictions e.g. ramp rate limitations or due to technical limitations of the BritNed interconnector e.g. minimum flow capability.
The power order generation system is a key operational system for BritNed as it ‘translates' the blocks of nominations into minute by minute Power Orders for the HVDC Control System taking consideration of any limitations. These power orders then in simple terms form the primary instruction for the HVDC link.
With upcoming market changes, primarily driven by the European Electricity Network Codes that are currently being drafted, BritNed will be required to be ready to offer a wide variety of capacity products. BritNed is also required to provide operational files/ interfaces to National Grid Electricity Transmission (‘NGET TSO') and TenneT TSO. Because of these changes, part of the power order generation system needs to be replaced.
The high-level requirements of new system include:
A) Optimisation Solution: Convert the Auction System's block power nomination values to minute by minute Power Orders as per constraints like gate closures, power limits, ramping limitations, boundary conditions, etc. The constraints need to be configurable to allow for future market changes.
B) External System Interfaces: The system needs to interface with BritNed, NGET and TenneT systems.
C) User Interface that raises alarms and alerts for exceptional operational situations, that monitors and controls the Power Orders sent to the HVDC Control & Protection (C&P) System; and allows for administration of configuration settings.
D) Support: 24 x 7 1st line / 2nd line technical support for the operational system.
E) Reporting: Ability to view and manually download the Power Orders sent to HVDC C&P, NGET TSO and TenneT TSO, Power Orders received from NGET TSO; and Ready reports for alarms, outages, manual modifications, etc.
F) Resiliency: The System, its interfaces, the information exchanges and feeds, and all the functionality are required to be available 24 hours a day, 7 days a week, the system requires 100 % back up with no single points of failure.
