Introduction.
ATC-NL is a Dutch independent administrative organisation that is responsible for providing air traffic services to civil air traffic in the Dutch airspace in a safe, efficient, and environmentally sensible way. In the Dutch Aviation Act this and all other tasks of ATC-NL have been laid down. Besides the provision of air traffic services these tasks consist of the provision of communication, navigation and surveillance services (including the modernizing and managing of these technical systems), giving aeronautical information, catering for air traffic control training and providing aviation charts and publications. In short, ATC-NL is responsible for the control of civil airspace and everything related. ATC-NL has been doing this since 1923 and since 1993 as an Independent Administrative Body (ZBO).
Amsterdam Airport Schiphol is the Netherlands' main (civil) airport. Each year about 450 000 flights are handled at this aerodrome. Schiphol Airport has five main runways and one general aviation runway. The ATC-NL headquarters are located at the eastern part of Schiphol Airport. In this building the Area Control and Approach Control Centres are located. Schiphol Airport has three control towers from which ATC-NL provides aerodrome control services: the main control tower at the centre of the airport, satellite tower (Tower-West) near runway 18R/36L and an emergency tower.
ATC-NL also provides aerodrome control and approach control services at some small controlled regional aerodromes throughout the Netherlands: Eelde (near Groningen), Beek (near Maastricht) and Rotterdam.
For the purpose of air traffic control, ATC-NL relies on Communication, Navigation, Surveillance and Air Traffic Control systems. These systems provide the "hands and eyes" for the air traffic controller and are therefore essential for the tasks of ATC-NL. To connect these systems or system components many robust interconnections are needed, while very often systems are at different geographical locations, or are distributed geographically within the system context itself.
Currently the connections between the ATC-NL locations in the Netherlands are based on dedicated leased lines per signal and system. At and in the close vicinity of Schiphol Airport an ATC-NL owned, ring structured fibre optic network is used for these connections (the AORTA Network).
The upcoming renewal of several systems demands packet based connections with higher bandwidths than possible with the current infrastructure. An analysis was carried out to investigate the needs for the future and to advice on new or upgraded connection infrastructure. The results showed that the increased bandwidth requirements could be met while decreasing the current cost significantly. Subsequently,
ATC-NL project P1673 "Mustang" was started.
Purpose of the project.
The project's purpose is to deliver two networks:
A nationwide network, which interconnects locations that are of primary use to ATC-NL all over the country. This nationwide network shall be based on leased bandwidth and access equipment (nodes).
A Schiphol network, consisting of two (2) independent rings, which interconnect locations at or in the close vicinity of Schiphol airport. This ring structured fibre-optic network shall be based on currently existing ATC-NL owned optical fibres. These glass fibres have been laid at Schiphol and close vicinity in 1995.
Scope of work and services.
For the realization of the digital telecommunication infrastructure two (2) main products are needed. These products are:
Access equipment (nodes) for both networks, including operations, administration, maintenance & provisioning (OAM&P) equipment,.Lease of bandwidth for the nationwide network.
ATC-NL would like to procure these products, including the related services. The activities and responsibilities for the supplier to whom the contract will be awarded are the following:
Delivery of access equipment (nodes) for both networks, including OAM&P equipment to ATC-NL locations (nodes, including 19" racks, OAM&P systems and displays, materials for connections to optical fibres, etc.).
Installing the equipment. Provision of bandwidth. Excavations and cable laying needed for the connection between the network demarcation point inside the ATC-NL location's hardware room and the network of the supplier. Provision of equipment necessary to connect to the network of the supplier (if applicable).
Installation of equipment in the hardware room of specified ATC-NL locations (if applicable). Connecting the equipment to the nationwide network .Configuring the nationwide network as a whole for ATC-NL applications and getting it operational .Connecting the equipment to the optical fibres of the Schiphol network (both rings)..Configuring the Schiphol network (both rings) as a whole for ATC-NL applications and getting it operational .Configuring the equipment for the ATC-NL monitoring and control system .Acceptance testing.Facilitating tools for (acceptance) test purposes .Support during the lease contract period including performance reports on the nationwide network and notification of planned unavailability.Provision of support .Provision of training
The access equipment is required for the Schiphol network at the following physical locations:main building at schiphol-oost, contingency tower, main tower, tower west, radar station smr 3 (surface movement radar), radar station tar 1 (terminal area surveillance radar), radar station tar 4 (terminal area surveillance radar), skyport building.
The access equipment and the lease of bandwidth are required for the nationwide network at the following physical locations:Main building at Schiphol-Oost, Main Tower at Schiphol, Rotterdam, Eelde, ATC-NL Beek, Maastricht Upper Area Control (MUAC) Beek, Vlissingen Transmitter station, Vlissingen Receiver station.
