Nuon is currently developing a biomass co-firing installation for its existing pulverized coal power plant, Hemweg 08 (HW08), in Amsterdam, The Netherlands (further: plant).
The project encompasses the development of all facilities required for co-firing 14 % e/e biomass in HW08 (Phase 1). The biomass is clean wood in the form of pellets only (white pellets). In the future employer will expand the plant capacity to 28 % e/e biomass co-firing (phase 2). The plant is designed for phase 1, those parts of the plant that can not be scaled up easily in a later phase are dimensioned for the required capacity of phase 2. This tender procedure only applies to the realization of phase 1.
The plant will facilitate the following process. Wood pellets are delivered onto the site by trucks and will be unloaded in truck dump pits. From the dump pits the wood pellets will be conveyed to a four-day wood pellet storage silo. From the storage silo the pellets are conveyed to a milling building. The pellets shall be purged of contaminants and milled by hammer mills. The resulting wood dust shall be transported pneumatically to the burners of the boiler of HW08.

The project is devided into 6 lots. A description of each lot is given below:
Lot 1, inbound logistics:
Lot 1 encompasses the works for the intake of wood pellets from trucks, four-day storage in a concrete silo, horizontal and vertical conveying of wood pellets to the silo and to the milling building.
The scope includes, but is not limited to, the following:
โ€” Walking floor truck dump-pits, conveying equipment (chain conveyors, belt conveyors, bucket elevators, etc), transfer tower, rotating auger for four-day storage silo, cleaning equipment (disc separator, ferro separators, wind sifters, etc), dust filters,
โ€” Control system,
โ€” Low voltage MCC,
โ€” All required instrumentation needed to control the installation (including instrumentation in ATEX zones),
โ€” Fire detection and fire fighting system,
โ€” Lighting, electrical and earthing system,
โ€” Mechanical and electrical erection and commissioning,
โ€” Structural buildings (dump pits), concrete four-day storage silo, supporting structures, etc,
โ€” All other components and systems required for safe and reliable operation and maintenance.
Note:
โ€” Foundations are not included in this lot,
โ€” Transformers from 10kV to low voltage are not included in this lot,
โ€” Interfacing of utilities with HW08 installations (power, water, etc) is not included in this lot.
Lot 2, milling and pneumatic transport:
Lot 2 encompasses the works for the removal of contaminants from the wood pellets, milling of the wood pellets by hammer mills and pneumatic conveying of the wood dust to the burners of the HW08. All installations will be placed in an enclosed building.
The scope includes, but is not limited to, the following:
โ€” Cleaning equipment (disc separator, ferro separators, wind sifters, etc), hammer mills, silos for buffer storage (wood pellets & wood dust), dust filters, blowers, wood dust dosing system, pneumatic conveying piping,
โ€” Control system,
โ€” Low voltage MCC,
โ€” All required instrumentation needed to control the installation (including instrumentation in ATEX zones),
โ€” Fire detection and fire fighting system,
โ€” Lighting, electrical and earthing system,
โ€” Mechanical โ€“ and electrical erection and commissioning,
โ€” Structural buildings, supporting structures, etc,
โ€” All other components and systems required for safe and reliable operation and maintenance.
Note:
โ€” Foundations are not included in this lot,
โ€” Transformers from 10kV to low voltage are not included in this lot,
โ€” Interfacing of utilities with HW08 installations (power, water, etc) is not included in this lot,
โ€” Modifications to the burners of the HW08 are not included in this lot.
Lot 3, civil works:
The scope of work for lot 3 encompasses, but is not limited to, the design and construction of the following:
โ€” Concrete foundations including piling for a truck unloading building (100m2), a hammer mill building (580m2), and conveyor belts (130m1),
โ€” A dump pit for the truck unloading building (about 100m3),
โ€” A slab including piling for a 7 700m3 wood pellet concrete silo (22m1 diameter),
โ€” Carpentry and finishing work,
โ€” The required ground work and dewatering are part of the scope.
All sizes are indicative and subject to change.
The project will be built in cooperation with contractors for other lots of the project. The contractor has to coordinate his work with the other Contractors.
Lot 4, electrical works for integration:
This lot encompasses the delivery of one ore two transformers from 10 kV to low voltage in a compact enclosure with a new 10kV cable to the existing utility-station.
The scope includes, but is not limited to, the following:
โ€” Connection to an existing 10kV field at the HW08,
โ€” 10 kV transformers with compact enclosure and required security,
โ€” MV switchgear,
โ€” 10 kV cable including installation in the ground and existing cable traces,
โ€” Several connections to existing LV fields at the Hemweg site,
โ€” LV cables including installation in the ground,
โ€” Mechanical โ€“ and electrical erection and commissioning,
โ€” All other components and systems required for safe and reliable operation and maintenance.
Note:
โ€” Foundations are not included in this Lot,
โ€” Low voltage MCCs are not included in this Lot.
Lot 5 โ€“ Control works for integration.
Lot 5 encompasses the works for expansion of the existing ABB P14 DCS system and the integration of new PLCโ€™s into the existing system, to control the new biomass co-firing installation.
The scope includes, but is not limited to, the following:
โ€” Interfacing with other parts of the plant with either hardwired or reliable bus connections,
โ€” DCS cabinet to expand the existing ABB P14 DCS system,
โ€” Software for the ABB P14 DCS system to control the new biomass co-firing installation,
โ€” Expansion of the operation platform POS30 to control the new biomass co-firing installation,
โ€” Mechanical โ€“ and electrical erection and commissioning,
โ€” All other components and systems required for safe and reliable operation and maintenance.
Lot 6 โ€“ Vacuum cleaner.
Lot 6 encompasses the delivery of a vacuum cleaning system for the plant, for clean up of wood dust in the milling building, conveying systems, dump pits, etc.
The scope includes, but is not limited to, the following:
โ€” Vacuum cleaning system.
Note:
โ€” Fixed piping for the vacuum cleaning system is not part of this lot.
