Interested parties shall be required to submit a completed and duly signed Confidentiality Agreement (available via the EPO e-Tendering system on the EPO website). Furthermore, interested parties shall answer the selection criteria questions. The EPO will verify the Confidentiality Agreement as submitted and evaluate the answers to the selection criteria questions before making available the procurement documents.
In case that an interested party appears not to be able to fulfil the relevant (selection and other) criteria and/or whose circumstances are such as seriously to call into question its financial and professional reliability (see Article 2 of the General Conditions of Tender, available under www.epo.org) the EPO reserves the right not to provide the procurement documents.
To enable companies to already now assess their interest in this tender before receiving the procurement documents, the following shall be taken into consideration:
The Contractor must have a proven and thorough knowledge of Support Services for Information Security Systems. The Contractor must have strong communication skills and professional fluency in English.
The complete award criteria are listed in the procurement documents.
The bidders selected for award of contract must fill in the Data Processing Agreement as enclosed in the Procurement Documents upon request of the EPO.
The aim of this tender is to conclude a framework agreement with maximum 3 Contractors for an initial contract term of three (3) years. During the term of the agreement, the EPO can place commissions under the framework agreement for support services for information security systems, the details of which will be recorded in the relevant individual commission. Commissions under this framework agreement will not be placed on the basis of mini-competitions, but on the basis of a cascade mechanism. Under the cascade mechanism, the EPO will, in principle, issue a request for offer to the Contractor ranked first. Where the Contractor ranked first either declines or fails to provide a suitable offer, the same request for offer shall be offered in turn to the Contractor ranked second and if the Contractor ranked second either declines or fails to provide a suitable offer, to the Contractor ranked third. The cascade mechanism will be set out in more detail in the procurement documentation.
