GCA’s Youth Jobs and Entrepreneurship Program is seeking a firm consultant to conduct Labour Market Assessments which will explore the potential for adaptation job creation within the labour markets relative to specific investment projects by MDBs, using Adaptation Taxonomy.
Objective of the Assignment
The objective of the assessment is to scan opportunities of “adaptation jobs” that can be unveiled by investment projects of multilateral development banks in Africa. The assessment will consider the context in Africa through various country projects and consult with the partners operating in the sector of climate change adaptation and resilience. The assessment will propose recommendations for the job creation, capacity building and up-skilling, and enterprise creation in specific project and country contexts.
Scope of the Services to be performed
Overall, the assessment will focus on the following:
• Assess the opportunities of “adaptation jobs” in four (4) MDB investment projects of multilateral development banks in Africa.
• This assessment will show evidence that the MDB projects can or cannot generate “adaptation jobs”.
• Demonstrate how enterprises, including MSMEs can create adaptation jobs or integrate adaptation measures to protect jobs depending on their sector.
• Define adaptation measures to climate change that can be implemented to support MSMEs and entrepreneurs in each project.
• Design the approach to empower youth in the specific countries as “adaptation entrepreneurs or adaptation workers” in general and apply to selected projects. The process will consider activities such as business training, mentorship, coaching, entrepreneurship skills development, adaptation and mitigation measures, and placement on the labor market.
• Evaluate youth and entrepreneurial skills gaps undermining integrating adaptation measures in businesses. This can be done through consultations and focus groups.
• Design adaptation-specific activities to be part of investment project components (e.g., business development services, financing facilities, etc.)
• Propose indicators for adaptation-related activities to be included in the Results Framework of investment projects
Expected outcomes and deliverables
The consultant will produce the following deliverables:
• Inception Report: Two weeks following signature of the contract by both parties, the firm will prepare an inception report that will outline the methodology proposed, the calendar and timeframe and include a preliminary literature review.
• The study report: The consultant will prepare the report with annexes. The report will be consistent with the scope and the objectives of the mission. The consultant will first prepare the first version of the report and then the final report following comments from reviewers at the respective MDB and GCA.
• Validation workshop: The consultant may be requested to organize a workshop with key stakeholders for presentation and clearance of the outcomes of the assessment.
