Videorecordings and traffic safety analyses of Dutch urban and rural roundabouts

SWOV is preparing a site-based conflict observation study on the safety of cyclists and pedestrians on Dutch roundabouts for motorised traffic. The objective is to obtain a quantitative picture of the safety effects of design features at selected roundabouts in urban and rural areas of the Netherlands. Main required quantitative outcome measures: Time To Collision, Post Encroachment Time, traffic flow per modality, speed and trajectory per road user. Important roundabout design features: -Cyclists having priority/no priority crossing a road attached to the roundabout. -One/two direction cycle paths. -Distance from roundabout area to cycling/pedestrian crossing. -Separate cycling infrastructure or cyclists sharing the roundabout. SWOV seeks a Contractor to: -Record video data with two cameras for two weeks per roundabout including getting permits for video recording per authority -Perform safety and behaviour analysis -Deliver analyses/data Number roundabouts: 26 (1-20 optional) The number of roundabouts to be contracted is at minimum 26. Additionaly 1-20 roundabouts can be contracted as options.

Number of roundabouts: 26 (and optional 1-20 roundabouts). Minimal 26 roundabouts. Additional 1-20 roundabouts as options are included in the contract.

The schedule for the planned videorecordings is as follows:
September 2025: recording of 11 roundabouts
June 2026: recording of 15 roundabouts
September 2026: recording of remaining number of roundabouts.
The analysis and the delivering of the results per roundabout should be completed within about seven months after the concerning videorecordings are made.

In 2024 and 2025 road authorities have agreed to participate in the study. SWOV aims with the tender to give substance to the planning and content as agreed with the road authorities.
The publication of the notice of assignment is scheduled at June 2nd 2025, aiming to contract the winning tenderer early September 2025. This implies that we follow a realistic although tight planning in order to achieve our aim. Questions addressing the published notice can be asked up to and including June 16th 2025. SWOV publishes this advanced notice because it expects high quality tenders. SWOV invites qualified entrepreneurs to put on their agendas the publication date the notice of assignment of June 2nd 2025.
