Energie Beheer Nederland (‘EBN’) is a state-owned company that operates under the supervision of the Dutch Ministry of Climate Policy and Green Growth (KGG). EBN uses its knowledge and experience in the area of the subsurface, the oil and gas sector and long-term, capital-intensive projects for a reliable and future-proof supply of energy. Part of this role is carrying out activities for the exploration of the subsurface to identify possibilities to develop geothermal, natural gas and oil exploitation projects.
EBN wants to make a constructive contribution to the acceleration of the energy transition. Under the heading ‘Energising the transition’ EBN is now focusing on: “the sustainable and safe development of natural gas and oil reserves in the Netherlands, safe and sustainable reuse and decommissioning of disused infrastructure, and the use of sustainable forms of energy from the subsurface such as geothermal energy.”
EBN aims to have a leading role in realizing the energy transition and ensuring that the energy demand of the Netherlands can be met in a sustainable, stable, and affordable way. Part of this role is carrying out activities for the exploration of the subsurface to identify possibilities to develop geothermal projects.
In this context, EBN is planning to process and reprocess seismic data both onshore (for geothermal applications) and offshore (for natural gas and oil exploration projects).
With this RFQ, EBN seeks to identify technically capable seismic processing CONTRACTORS through a pre-qualification tender. Any CONTRACTOR that passes this pre-qualification will join a list of APPROVED SUPPLIERS and EBN aims to sign a FRAMEWORK AGREEMENT with each of these CONTRACTORS with a zero-hour work commitment.
If EBN requires seismic processing services, all APPROVED SUPPLIERS will then be invited in a “mini-tender” to bid on a specific work package for either processing newly acquired 2D or 3D seismic data or the reprocessing of vintage 2D or 3D seismic data.
EBN has decided to divide the seismic processing services into the following four (4) separate lots:
1) Seismic processing CONTRACTORS selected for onshore 2D processing services;
2) Seismic processing CONTRACTORS selected for onshore 3D processing services;
3) Seismic processing CONTRACTORS selected for marine 2D, 3D & 4D processing services for towed streamer acquisition;
4) Seismic processing CONTRACTORS selected for marine 2D, 3D or 4D processing services for Ocean Bottom Cable (OBC) and/or Ocean Bottom Node (OBN) acquisition.
The purpose of this separation is to allow seismic processing service providers with niche capabilities to compete in their area of expertise, without being penalized for not being able to execute e.g. large volume and/or complex 3D processing projects. As such CONTRACTORS may participate in one, two, three or all four lots.
The purpose of this invitation to tender is:
To provide potential Companies with information about the contract and the tendering procedure;
To make clear the manner in which the potential Company can submit its Offer, what the tender requirements are, and when which details must be submitted;
To provide insight into the manner in which the tendering process takes place, the manner in which the submissions are evaluated and how the rest of the procedure works.
