For the CBI project to promote sustainable production practices regarding improved water management and environmentally friendly dyeing methods in Bangladesh’s home textiles craft sector, five (5) different types of experts are sought: 1. System Change Expert for Sustainable HT Craft Ecosystem Development; 2. Local System Change Expert for Sustainable HT Craft Ecosystem Development; 3. Sector expert for sustainable chemical dyeing ecosystem development, fostering development of environmental compliant business models, business coaching and market development; 4. Sector expert natural dyeing processes of HT products for innovative solutions for and refinement of the natural dyeing processes within the HT ecosystem, ecosystem development, business coaching and market development; 5. The Tendering Authority intends to conclude a framework agreement for every separate lot. This Contract consists per lot of two phases: • Inception phase: This phase will last one (1) year, from 24 October 2025 up to and including 23 October 2026, with a unilateral option for the Contracting Authority to extend the Contract by two times two (2) years with a total of four (4) years for the execution phase. The Contractor will be informed in writing about the extensions of the Contract at the latest one month before the inception phase will end. The information gathered during the inception phase will be used by CBI to determine how to further shape the project and whether to proceed with the execution phase. For the Contract to be extended to the execution phase, the Contracting Authority will have to be satisfied with the delivery of the contracted experts and confident that the goals of each lot will be met during the remainder of the project. Also, no other unforeseen events have taken place on which grounds the Contracting Authority has to decide not to exercise its option to extend the framework agreement. • Execution phase: This phase will start 24 October 2026 and last two (2) years with the possibility of extending with another two (2) years, for a total of four (4) years. The total duration of the Contract is five (5) years.

In this case, a five-year duration is warranted due to the specific nature and complexity of the services, in combination with the overall duration of the underlying programme. The assignment requires continuity of expertise and a seamless transition between the inception and execution phases, which form a single, integrated whole. A longer duration ensures implementation efficiency, cost-effectiveness, and avoids the administrative burden of repeated tendering procedures.
