The Contract involves the delivery of 3D sonic wind sensors and third line maintenance on behalf of the Royal Netherlands Meteorological Institute (KNMI) as the Contracting Authority. The motivation behind this project is based on the need to replace the current wind sensors that have been used in KNMI’s automated network. The scope of this European tender is to purchase 3D sonic wind sensors and the 3rd line maintenance. The initial expected order value of the purchase of the offered Solution is 214 sensors. For this tender the General Procurement Agreement (GPA) applies. The expected order value of the purchase of the offered Solution is 214* sensors x € 3.200 to € 6.000 per Solution = € 700.000 to € 1.300.000,-. The sensors are including cables and accessory for aligning to direction north. 3rd line maintenance, which involves advanced technical support and specialized knowledge, is expected to incur varying costs depending on factors such as the price of spare parts and the level of service required. Costs for training are estimated at € 15.000,-. The exact value depends on what the Tenderer offers.

To determine this, the following applies: If you are considered for award of the Contract/agreement, you will be required to submit an Approved Annual Report/ Audit Certificate / assessment or compilation report within 10 working days of a request to that effect, that does not include a ‘continuity section’ that expresses doubt concerning the viability of the organisation. For companies that are not required to produce an annual statement of accounts, an assessment or compilation report will suffice.

E4 Professional Competence: You must be listed in the professional or commercial register and submit proof of registration within 10 working days when so requested by the Contracting Authority.
E5 Technical and professional competence (references): Tenderer must demonstrate that they possess the following (core) competencies to be able to perform this Contract: a. Tenderer has proven/demonstrable experience in delivering and providing 3rd line maintenance of at least fifty (50) sonic anemometers at organizations active on the Meteorological Market; b. Tenderer has proven to have carried out one 4-year assignment as a reference project in a professional and correct manner in accordance with its client’s requirements, demonstrating its expertise and experience in providing and maintaining sonic anemometers.
