The Netherlands Enterprise Agency (RVO) is responsible for the site characterization of Dutch offshore wind energy projects. These works consist of the execution of four metocean campaigns at offshore wind energy areas, which will be further specified. The data for each site is obtained by means of two individual floating LiDAR systems and one spare to measure wind, waves, currents and ecological properties. The systems must be minimum in commercial stage 2 and preferably in commercial stage 3 of the OWA Roadmap for commercial acceptance of floating LiDAR technologies (or equal). The tender consists of four (4) lots; one lot for every metocean campaign. Companies can submit an offer for one or multiple lot(s). The preferred deployment date for Lot 1 and Lot 2 is Q3 2024, and the preferred deployment date for Lot 3 and Lot 4 is Q1 2025. a) Measuring campaign goals are sufficiently met (sufficient data have been collected) after 12 months of consecutive measurements at one or two or three or four of the measurement campaigns and;
b) priorities are redefined for measuring campaigns in different Wind Farm Zones or Search Areas due to the adaptation of the ‘add on roadmap’ (see section 1.2)
In case that one (or both) of these scenario’s occur, a relocation to a nearby (‘new’) location, either within the cluster itself or between different clusters as part of the Dutch Offshore Wind Farm Zones Investigation Area is anticipated. The Contracting Authority will notify the Contractor two months in advance at a minimum. It is possible that after relocation a 24 months measurement campaign at the new location is required. gtrfgtf
