Quality Assessment and Red Parcel management in the GSA and AMS for 2024-2027

The Netherlands Enterprise Agency (NEA) serves as an EU-delegated body responsible for the implementation of EU policies in the Netherlands. This mandates NEA to effectively and efficiently oversee compliance with EU regulations, particularly in relation to subsidies under the Common Agricultural Policy (CAP). Therefore, NEA is looking for a Contractor to facilitate the annual obligatory Quality Assessments (QAs). These QAs pertain to the Area Monitoring System (AMS) and the Geospatial Aid Application (GSA), including rigorous sample controls integral to the Programmatic Enforcement Cycle for interventions such as the BISS, the Eco scheme, the AECM, and various conditionalities, all integral parts of the CAP. Furthermore, the Contractor will be responsible for evaluating agricultural activities on parcels that yield results from the AMS, colloquially referred to as 'red parcels'. Both the QA and the processing of 'red parcels' involve a manual inspection relying on optical imagery. The Tendering Authority has estimated a total Contract value (including the optional extension years) exclusive of indexation of EUR 3,000,000 (exclusive of VAT). This estimated value should be understood as strictly an indication from which no rights can be derived. Because certain volumes are uncertain such as the number of red-parcels to be detected, or potential changes in EU legislation concerning the QAs. The estimated value is based on the costs of similar activities in the past years and the changed rules concerning the QA. This Tender Document was created using up-to-date knowledge and insights valid at the time of its formulation.

Beschrijving van de aanbesteding:
In order to be able to execute the QA AMS, GSA and process the ‘Red Parcels’, the contractor will need to deliver the following products: 1)Transferring/handling of geospatial data such as Sentinel, Planet Fusion; 2)Make available a web-based viewer: the availability of a cloud in which all data can be accessed and production can run; 3)Computer Assisted Photo Interpretation (CAPI) environment; 4)Activities related to archiving of production data according to the conditions that are set by the European Commission. The scope of the Quality Assessment and the handling of 'red parcels' is to assess the quality of the information declared by the farmer as well as the quality of the automatic generated AMS-results. If a discrepancy is found between what the farmer declared or what the AMS yielded as a result and the information collected using remote sensing data, the application of the farmer will be modified accordingly and possible financial corrections can incur. All findings will be communicated to the scheme applicants. The communication will be facilitated through the RVO.nl platform hosted and provided by NEA. € 3,000,000,
