UHF Radio's for Air Traffic Control

The Netherlands Ministry of Defence needs approximately 66 new UHF Air Traffic Control Radio's (225 - 400 MHz; NATO Band I), because our current radio's have reached their End Life Of Type.
The radio's will be used as last resort radio's that guarantee safe air traffic communication in case the primary system (the Voice Communication System) fails.
The Air Traffic Control Radio's we need, need to function in two different types of locations, and each function is connected to a different lot: Lot A: 54 UHF radio's needed for use in air traffic control towers at our military airportsLot B: 12 manportable UHF radio's needed for use "out of area"-locationsFor both lots: after delivery, we need at least three (3) years of maintenance. This maintenance will be mostly Depot Level Maintenance (mostly repairs of the radios), and some Intermediate Level Maintenance (ILM). Most ILM as well as Operator Level maintenance (OLM), will be performed bij NLMOD personnel.
To minimize non-recurring costs and avoid risks and delays often associated with development programs, the radio's should be military off the shelf (MOTS) or commercial off the shelf (COTS).
The tendering procedure will be conducted as a Restricted Procedure pursuant to the Dutch Defence and Security Procurement Act (ADV).
