Shadow Benchmark European TSOs

In 2021 CEER is going to perform a new Pan-European efficiency benchmark, building on the experience already gained by previous studies. The project will be executed by a Consortium (SumicSid, DNV and Swiss Economics). TSOs involved with benchmarking have raised a number of concerns as a result of the previous study, amongst others these concerns relate to:
• Transparency of the process;
• Comparability of TSOs in general ;
• Model and assumptions applied by CEER’s consultant SUMICSID in TCB18 and its predecessors;
• Translation of outcomes of the benchmarking exercise into regulation.
We believe that the concerns raised as a result of the previous benchmark are still valid and therefore would like to explore the option of engaging into a parallel initiative with the aim of improving benchmarks, but also underlining the inherent uncertainties of these kind of studies.

2) be in the position to openly provide critique to the current model and method;
3) provide a project plan that elaborates how to deal with contingencies and delays in the project and provide an explanation thereof.
Only advisors that have this experience and can show references to prove this experience can qualify for this assignment.
