The Netherlands Enterprise Agency (NEA) is an executive department of the Ministry of Economic Affairs. NEA stands for implementing policy for enterprising Netherlands in the field of innovation, sustainability, agriculture and international cooperation. In this way, NEA contributes to a Netherlands that is economically stronger and has a sustainable society. Within NEA, the EU Core Processes Directorate (KPEU) is recognised as a European Paying Agency. This means that it is authorised to implement European regulations and to pay out related European subsidies. This assignment entails the execution of services concerning the monitoring area based subsidies of the CAP. Furthermore NEA desires support in executing and developing opportunities to further improve the quality and efficiency of controls which result from EU based legislation.

The actual processing, development and hosting can be done somewhere in Europe. However during the contract period annually a number of physical meetings take place in the Netherlands.

Starting 2023 each year all European paying agencies have to monitor area based schemes funded by the Common Agricultural Policy budget. This includes crop classification, detection of mowing events and other agricultural activities. This particular job requires storing and processing huge amounts of data. NEA is looking for a technical partner to help setup an AMS cloud environment and running and creating markers to monitor agricultural activities.
The assignment entails the following components:
• Hosting: Environment for running algorithms and having all data available;
• Production: Activities related to regular AMS production;
• Development: Activities related to development of new markers and functionalities;
• Data: Activities related to buying and processing (commercial) satellite data;
• Archive: Activities related to archiving of production data according to the requirements set by the European Commission.
