The Contracting Authority hereby invites you to submit a Request for Participation in the tendering procedure for
Replacement of HF-Transmitters and  Transceivers in the Netherlands and Curaçao   (hereinafter: the project),
divided into two lots: Replacement of 1KW HF-transmitters and  transceivers in the Netherlands and Curaçao  Replacement of 10KW HF-transmitters in the Netherlands and Curaçao.
The tendering procedure will be conducted as a restricted procedure pursuant to the Dutch Defence and Security Procurement Act (ADV).
A number of 4 Candidates that meet all the requirements and the selection criteria set out in Chapter 3 will proceed to the second stage − the award stage (submission of the actual tender proposals).
If the number of Candidates falls short of expectations, the Contracting Authority has the right to proceed to the second stage with fewer Candidates.
The selection procedure will be conducted fully electronically via the Negometrix online tendering platform. The award procedure will not be conducted via Negometrix on account of confidential or classified information. Further information about the use of Negometrix is available link.

Contract 1 involves the replacement of 1KW HF-transmitters, antenna tuners and transceivers in the Netherlands and Curaçao including Maintenance for five (5) years, with the right to extend the contract twice for a period of five (5) years.
The Delivery of the system entails: The Delivery, Installation and setting to work of approximately thirty (30) 1KW HF-transmitters, six (6) antenna tuners and two (2) 1KW HF-transceivers spread across the Netherlands and Curaçao in compliance with all the requirements;The Delivery of documentation;The Delivery of training materials and training course(s);The Delivery of initial spare parts, components, specials tools and test equipment.

The entire Delivery of contract 1 should preferable take no longer than 1,5 year after contract award. The sooner the better. The entire system will be tested with Site Acceptance Tests (SAT).
The Maintenance of the system entails: Depot Level Maintenance
The (Depot Level) Maintenance consists of in-depth Maintenance that is beyond the capability of Maintenance staff at JIVC an DMI. Depot-level Maintenance entails materiel Maintenance requiring the major repair, overhaul, end items, parts, assemblies, and subassemblies, manufacture of parts, technical assistance and testing.Software Maintenance
