The Contracting Authority hereby invites you to submit a Quotation on the Tender for IFR training of RNLAF Apache pilots to regain practical proficiency with regards to flights under IFR in a qualified Multi-Engine FSTD and IFR certified Multi-Engine helicopter according to a syllabus developed by the RNLAF.
Before the AH64D pilots can start their difference training on the AH64E it is necessary to undergo training, at an Approved Training Organization (ATO), in executing IFR flights. To achieve the desired end state a basic training plan has been developed by the RNLAF which will be used as a foundation to develop training plans for groups of pilots. The training plan is based on the principal of Competence Based IR and the number of sorties will be based on the experience of the pilot and time passed since
expiration of the IF-rating. The basic training plan is attached to this question.
The hours stated in the basic training plan are to be read:
- FSTD: Hours per crew of 2 pilots;
- Actual: Hours per pilot.
The pilots are divided into three groups:
- Group A: < 1 year expiry IF-rating (approx. 1 pilots);
- Group B: >1 and <=7 years expiry IF-Rating (approx. 24 pilots);
- Group C: > 7 years expiry IF-rating (approx. 28 pilots);
Due to the differences in proficiency/experience between the pilots, an assessment sortie will be made in a FSTD. Depending on the outcome of the assessment a decision will be made whether the basic training plan is sufficient to achieve the desired end state within the described number of sorties.
Prior to the start of the practical training the pilots of groups C will undergo a (refresher) theory course in order to be familiar with the latest rules and regulations with regards to IFR operations.
In total between 45 and 55 pilots will need to undergo the IFR training. The pilots will respectively be divided into the appropriate group A, B or C. Where possible pilots will be matched with a crewmember from the same group.
Pilots in training will operate as a crew of two pilots.
