This Contract includes the following services and products:
- outgoing non SEPA payment services of the ministries of Foreign Affairs and Defence;
- outgoing SEPA payment services of the ministries of Foreign Affairs;
- outgoing payments via Global Disbursement;
- incoming SEPA payments Ministry of Foreign Affairs;
- incoming non SEPA payment services of the ministries of Foreign Affairs and Defence;
- local payments made by missions and branches abroad in mainly Western European countries;
- providing bank guarantees for rental agreements (outside of the Netherlands, cash collateralized);
- account management with zero balancing for the euro accounts in the Netherlands for central cash management (by the Dutch State Treasury Agency);
- return information on all accounts held in the Netherlands and abroad;
- cheque payments (electronic and manual);
- account management and service organisation;
- cash transactions outside the Netherlands (and mainly Western European countries)

After this initial term, the Agreement may be extended unilaterally by the Client, once or several times for a variable term under the same conditions until 14 July 2031 at the latest.

By duly signing the ESPD, you declare that, on the date of signing the ESPD, you are a bank within the meaning of section 1:1 of the Dutch Financial Supervision Act (Wet op het financieel toezicht) that is authorised to perform the Services. In addition, you must certify that you have received all permissions from the supervisory bodies that are relevant to you for the purpose of the Tender and for the performance of the Services, and that the Tenderer's licence has not been revoked.

By duly signing the ESPD, you declare that you are in a sufficiently sound financial situation for performing the Services.
In support of this, we will request the relevant ratings below for your organisation on the date of the Tender. The results as at this reference date determine compliance to the following requirement:
On submission of the Tender you have sufficient credit rating expressed in at least two of the following three long-term debt ratings:
• a long-term debt rating of A- awarded by credit rating agency…

… “Fitch”;
• a long-term debt rating of A3 awarded by credit rating agency “Moody’s”.
If we award the Contract to you, you must also comply with the Eligibility Requirements during the term of the Agreement. In case of non-compliance we are entitled to terminate the Agreement by way of dissolution.
