It is important that the framework agreements covers the entire duration of the project and that the materials do not have to be contracted again at the end of the project. Since the realization of the WarmtelinQ project may take ten to twelve years, a contract term for the framework agreement of eight years is too short and a new tender could mean a break in standardisation. In addition, WarmtelinQ is an investment project in the energy transition. That is why the framework agreement is put in place for the above-mentioned period. The argumentation for this contract duration is that WarmtelinQ is one project that is served by as much standardization as possible and that the transition costs for the re-tendering of the framework agreements are considered substantial. The last extension of four years (i.e. years nine to twelve) will only be awarded if at the end of year eight the planning shows that the realization will be completed in year twelve at the latest.
