Established as an international organization, the Global Center on Adaptation (GCA) GCA acts as a solutions broker, to accelerate, innovate and scale adaptation action for a climate resilient world. By bringing together multiple partners with the knowledge, capacity, finance, and passion for adaptation action, the GCA seeks the delivery of the best possible responses and action on the ground.

The GCA has developed a Technical Assistance Program (TAP) as a core implementation vehicle of the Africa Adaptation Acceleration Program (AAAP) to access and leverage climate adaptation finance. AAAP was developed in partnership with the African Development Bank to mobilize USD25 billion by 2025 for adaptation and resilience investments.

The TAP is composed of three main components: (i) building capacities for adaptation finance planning and decision making; (ii) strengthening direct access while maintaining complementarity with international access; and (iii) promoting inter-sectoral, large-scale and transformational A&R projects and programs, in line with national and regional priorities.

In this context, the governments of Senegal and Democratic Republic of Congo (DRC) have respectively requested technical support from the GCA for enhancing direct access to the Green Climate Fund. This includes support to prospective national Accredited Entities (AEs) with the GCF accreditation application, support to existing GCF AEs with the re-accreditation process, but also support for the development and submission of GCF adaptation concept notes. The technical support requested also addresses institutional capacity building of national Direct Access Entities (DAEs).

Senegal has two existing DAEs that need technical support to better play their role, particularly through the development, submission and implementation of climate-smart projects while complying with internationally recognized environmental, social and gender standards. The country also endorsed the application of two other national entities for GCF accreditation. These entities do need technical support to prepare and submit their applications, but also to start developing a portfolio of projects and building their capacities as DAEs. This also applies to the first national entity whose application for accreditation as a GCF DAE has just been endorsed by the NDA of DRC for the GCF.

In response to these requests, the GCA is recruiting a Consultancy Firm to support its work in Senegal and DRC with regards to direct access to the GCF.
