Gasunie together with the Port of Rotterdam are jointly preparing a district heating connection between the existing pipeline ‘Leiding over Noord’ in Vlaardingen and the Uniper power station facility at De Constant Rebecqueplein (CR plein) in The Hague, The Netherlands. This pipeline will fall under the banner WarmtelinQ. WarmtelinQ will transport hot water (118 ºC) from the heat suppliers to the several heat transfer stations (Dutch: Warmteoverdracht stations). Here the heat will be transferred to connected district distribution grids via plate heat exchangers. After heat transfer, cold water (68 ºC) will be returned to the heat suppliers where the water will be heated up again. For each heat transfer stations at least 2 plate heat exchangers are needed.

The total number of plate heat exchangers needed is estimated to be about 30 pieces from DN100 — DN300.
During phase 1 the heat transfer station CR plein, The Hague will be built. In this phase the following amounts of plate heat exchangers will be required; 2 gasketed plate heat exchangers + 1 in the future.
More plate heat exchangers will be required in future phases of WarmtelinQ when more heat transfer stations will be built.
These numbers/amounts are for information purposes only and do not offer a guarantee for the future. Candidates may not derive any rights from these amounts. Gasunie is not obliged to place actual (further) contracts with the contractors.

It is important that framework agreements can cover the full duration of the project and that materials do not have to be re-contracted at the end of the project. Since the realization of the WarmtelinQ project may span 10-12 years, a contract duration for the framework agreement of up to 8 years is too short because retendering could mean a break in standardization.

In addition to the framework contract Gasunie concludes a backup contract with the tenderer ranked second during the tender phase. The backup contract has the function of taking over the contract from the contracted tenderer, if the contracted tenderer is no longer able to meet the obligations arising from the agreed framework contract.
