The model to be build needs to give insight in the question to which extend an access seeker could replicate (parts of) a network. Sequentially the following questions need to be answered by the model:
• Can the access seeker replicate the network up to the ‘ home’ ? This question is unrelated to the topology of the existing network that the requesting operator is seeking access to. The ACM wants to be able to assess whether the access seeker is able to roll out in the most efficient manner (i.e. with fiber) to the end user and therefore does not need access to existing networks.

• If the access seeker is not able to roll out to the end user, the model needs to assess from which ‘access point’ the access seeker is able to replicate. For this question the topology of the existing network that the requesting operator is seeking access to is relevant. The model should assess from which suitable access point in the existing network the business case turns economically viable.
