AIR Traffic control the Netherlands (ATC-NL) is a Dutch independent administrative organisation that is responsible for providing air traffic services to civil air traffic in the Dutch airspace in a safe, efficient, and environmentally sensible way. In the Dutch Aviation Act this and all other tasks of ATC-NL have been laid down. Besides the provision of air traffic services these tasks consist of the provision of communication, navigation and surveillance services (including the modernization and management of these technical systems), giving aeronautical information, catering for air traffic control training and providing aviation charts and publications. In short, ATC-NL is responsible for the control of Dutch civil airspace as well as parts of the North Sea area and everything related. ATC-NL became operational in 1923 and since 1993 as an so called ‘Independent Administrative Body (ZBO)’.

ATC-NL currently uses a custom built monitoring and control solution referred to as the ATC-NL System for Monitoring and Control (LSMC). The LSMC is used both as an element monitor and an overall system status dashboard. The element monitoring functionality allows to drill down to component level of the individual systems to perform system management tasks. ATC-NL intends to replace both functionalities using Zabbix. However, the element monitoring part of LSMC is only required for those systems that do not provide their own element monitoring functionality (more information can be found in Chapter 1.2 Scope).

Scope of supply
The scope consists of services. ATC-NL is requesting support for the development, deployment and maintenance of its Zabbix-based monitoring and control solution. Four types of support are required, namely:
1) Providing a help-desk functionality to support in resolving incidents in the daily operation of the monitoring and control system;
2) Providing fixes for bugs and security issues discovered in the Zabbix release;
3) Providing support to develop and deploy a replacement of the current custom built monitoring and control solution and to monitor new systems, using the Zabbix open source components;
4) Development of changes to the Zabbix components to provide functionality that is required to replace the current custom built monitoring and control solution and to expand the new monitoring and control solution with new systems.
