This FEED platform study is part of the development of a 2GW 525 kV DC platform design for the 2 IJmuiden Ver grid connection systems (GCS) and potentially for other future TenneT projects in the Netherlands and in Germany. It focusses on establishing a basic design and to acquire a tender package for the realisation of 2 identical offshore platforms for the IJmuiden Ver project. The development of the High Voltage (HV) components to be incorporated in the offshore platforms will be handled by TenneT, in cooperation with a number of HV system suppliers.
This FEED study covers both the platform structure and the non-high voltage auxiliary equipment packages needed in support of the HV system and inherent platform functions. It also includes the incorporation of the HV system so as to facilitate each and any of the alternative HV designs offered by the individual HV system suppliers. To that end universal solutions have to be designed for each of the interfaces between the HV system and the platform scope.
The development of the individual HV systems design and specification and the development of the platform basic design and specification will have to be concurrent so as to ensure timely exchange of information and interface resolution. This FEED study shall result in a set of deliverables for the auxiliary systems and platform structure.
The scope of work being the subject of this tender can be summarised as follows.
— project organisation, management and administration,
— setting-up, maintaining and fully applying Systems Engineering using the SE program ‘Relatics’,
— set-up, maintain and apply an organisation and a system to manage, administer and expedite the technical interfaces with multiple HVDC suppliers and wind park operators,
— verify design input as well as stakeholder and functional requirements,
— develop the basis of design,
— develop safe, functional and technical design and specifications for the platform auxiliary systems,
— generate solutions in the basic design to eliminate high potential safety risks (Safety by Design/Arbeidshygienische Strategie) and stimulate optimal working conditions during construction, commissioning, operation and maintenance and decommissioning of the asset,
— develop P&IDs, D&IDs and plotplans,
— perform RAM and FMECA analyses and system HAZOPs,
— develop routing for ducts, cable trays, piping and escape,
— develop the platform lay-out, 3D model and room book,
— develop the topside and jacket structural, transport and installation design and technical specifications,
— develop a comprehensive ITT package for tendering the detail design, fabrication, transport and installation and offshore commissioning,
— develop, send out and process an inquiry to vendors and contractors and from that provide a comprehensive budget and weight estimation report,
— apply for and obtain Phase I project certification as per the DNVGL certification standard.

TenneT may decide to add 2 optional scope items to this tender:
Option 1: Providing assistance and support to TenneT during execution of tender procedure(s) related to the realization of 2 GW 525 kV DC platform(s);
Option 2: Providing assistance, support and advice to TenneT during execution of 2 GW 525 kV DC platform realization contract(s).
TenneT reserves the right to make use of one or both options, but is not obliged to do so.
