ATC-NL anticipates to procure a system and associated services that enables ATC-NL to perform remote tower operations. ATC-NL is a contracting authority and โ based on its procurement policies and public procurement laws and regulations โ conducts this tender procedure. This selection guide describes the goals that ATC-NL endeavours to achieve with implementing remote tower operations.
The short term goal for this tender procedure is initially aimed at the procurement of technology for the purpose of implementing remote tower operations at Groningen Airport Eelde and Maastricht Aachen Airport. The controller working positions will be established at the ATC-NL Headquarters at Schiphol-Oost. ATC-NL has set the goal to have these remote tower operations systems in operation by Q4 2021.
ATC-NL has the ambition to procure remote tower operations technology off-the-shelve from one supplier who will act as a true partner for a long term of cooperation and for the provision of services, possible further remote tower operations systems at other airports in the Netherlands Flight Information Region and future remote tower operations technology developments.
Scope of supply
The awarded contract will foresee in various services and options. The scope of the assignment can be split in deliveries, services and options as listed here below:
deliveries:
โ RTO systems consisting of at least sensors, mast(s), cabling, processing hardware, monitoring and control and display system(s) including HMI for: Groningen Airport Eelde (production environment) and Maastricht Aachen Airport (production environment),
โ software licenses,
โ spare parts on site.
Services:
โ design workshops with LVNL staff to determine Console layout,
โ design workshops with LVNL staff to determine HMI layout,
โ dDesign workshop with LVNL staff to determine installation and infrastructural aspects,
โ early familiarization of technical (ATSEPs) and operational (ATCOs) personnel with RTO at involved airports and LVNL Schiphol,
โ test management (validation cycles and verifications such as FAT, SAT),
โ installation services,
โ site surveys,
โ assistance in development and altering of technical and operational procedures and manuals,
โ training of LVNL technical (ATSEPs) and operations staff (ATCOs),
โ overall assistance in RTO System certification with the NSA (technical and operational), including co-creation of the safety case,
โ continuous product development,
โ maintenance support services during the lifetime of the RTO system.
