Risk Sharing Facility NASIRA — for the Underserved Entrepreneurs.
The TA Framework Agreement will enable the selection of 3-5 service providers to support FMO's Financial Institution (FI) clients to strengthen their ability as intermediaries to manage the NASIRA product by lending to the underserved entrepreneurs thereby overall enhancing the impact of the facility. More specifically, under this Framework Agreement service providers will support FI clients to build systems, processes and reporting tools to obtain for FMO a real-time look through into the (new) end beneficiary portfolio of refugee, female and young entrepreneurs.

Risk Sharing Facility NASIRA — for the underserved entrepreneurs.
Activities of each consultant would include the enhancement of the FI client through:
— staffing plans and training,
— improvement of processes and controls (reporting to FMO will be handled by separate service provider),
— enhancement of loan administration for market segment,
— defaulted/non-performing loan management technology.
The facility includes a second-loss arrangement which under the EFSD Guarantee NASIRA 75 000 000,00 EUR will be provided.
4 000 000 EUR will be allocated in total to non-autonomous Technical Assistance (TA).
Out of this overall TA package, 2 500 000 EUR will be dedicated to this Framework Agreement over a timeline of 4 years (48 months).

Rule of Nationality:
Participation is open to all natural persons who are nationals of and legal persons (participating either individually or in a grouping — consortium — of tenderers) which are effectively established in a Member State of the European Union or in an eligible country or territory as defined under the Regulation (EU) No 236/2014 establishing common rules and procedures for the implementation of the Union's instruments for external action (CIR). Participation is open to (international) organisations based outside or inside the European Union.

Exclusion Grounds:
Tenderers will provide a signed Declaration on Honour as part of their Tender. The Contracting Authority will exclude the service provider if the tenderer is in a situation listed in the Declaration on Honour.
Economische en financiële draagkracht:
(i) Financial and economic standing:
In order to prove their economic and financial capacity, the winning tenderer (i.e. in case of joint tender, the combined capacity of all members of the consortium and identified subcontractors) shall provide evidence that the total turnover of the Tenderer was higher than 2 500 000 EUR in the immediate prior fiscal year. In case of a tender by a consortium of parties, at least the lead Tenderer needs to comply with this eligibility requirement regarding total turnover.

Technische en professionele bekwaamheid:
(ii) Technical qualifications and professional capacity:
A copy of the tenderer’s registration with Trade register or equivalent (a proof of registration on a professional or trade register or any other official document showing the registration number).
Three (3) references that show that the tenderer has completed (as a sole operator, in groupings or consortia, or as a subcontractor) at least three (3) assignments during the past 5 years in the domain of Risk management where ‘assignment’ is defined in this context as comprising 30 man-days of work or more. References should include a detailed description of the type of services provided by the tenderer, the budget and the name and contact details (email and phone) of the client served and have a budget value of at least 75 000 EUR. Tenderers are requested to make use of the template provided in Annex 5 for each of the three (3) references to be provided.

Tenderers are allowed to refer either to projects completed within the reference period (although started earlier) or to projects not yet completed. In case of projects still on-going only the portion satisfactorily completed during the reference period will be taken into consideration. This portion will have to be supported by documentary evidence (similarly to projects completed) also detailing its value. If a tenderer has implemented the project in a consortium, the percentage that the tenderer has successfully completed must be clear from the documentary evidence, together with a description of the nature of the services provided.

FMO requires professional consultancy services to further implement the technical assistance under the facility in the operating countries in the Sub-Saharan Africa and the European Neighbourhood countries and invites parties to submit an offer to FMO’s proposal to enter into a Framework Agreement regarding technical assistance as required by FMO from time to time.
