HVC has decided to cancel and withdraw the current public tender procedure for the design, construction and installation of a municipal sludge belt drying plant in Alkmaar, The Netherlands, with reference number: 226765.
HVC may take such decision based on relevant legislation and with reference to paragraph 2.1.2 of the pre-qualification document.
This difficult decision is based on the fact that HVC has been confronted with circumstances where a competitive dialogue (‘concurrentiegerichte dialog’) with the potential of a successful outcome within the defined parameters, is not possible (or would require unacceptable, fundamental, changes which are not allowed under relevant procurement legislation).
The planning for a new procedure, if any, is not precisely known yet.
