The Contracting Authority must reply to all tenderers' questions by 21 February 2018.

The selection and award criteria are carried out in three phases:

The first phase is an administrative check to ensure all required documentation has been submitted.

The second phase is a check into the following:

— Previous relevant experience in supplying and installing autonomous off-grid photovoltaic plants in Africa or the developing world. A minimum of three contactable references are requested,

— Experience of the individuals who will be ultimately responsible for the delivery of the project,

— Nature of client references,

— Financial health of the supplier,

— Timelines committed for the commissioning of the solar power plant,

— Provision for training and supervision.

The third phase is a detailed evaluation of the most cost-effective tender, in line with the award criteria defined below.

NB:

Phases one and two of the selection process will take place during the tender opening session. Phase three will be carried out external to the tender opening session in the subsequent days.

Proposals not meeting all the requirements of one phase may be eliminated before proceeding to the next phase.

Proposals not meeting all the requirements as detailed in the technical specifications document may be eliminated.

The contract must be awarded to the most cost-effective tender (i.e., the tender offering the best price-quality ratio).

— Price: 30 %,

— Quality, lifetime and suitability of equipment: 30 %,

— Technical approach: 30 %,

— Warranties provided on components: 10 %.

The successful tenderer will be asked to provide a performance guarantee of 10 % of the amount of the contract at the signing of the contract. This guarantee must be provided no later than 30 days after the tenderer receives the contract signed by the Contracting Authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next best compliant tender.

Vereiste deposito's en garanties

Tenderers must provide a tender guarantee of EUR 6 000 when submitting their tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer(s) upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender.
