The European tender procedure will be carried out in accordance with the Competition Procedure with Negotiations. This procedure was chosen due to the design-related and innovation-related features of the Contract and the expectation that the need cannot be met without adjusting the solutions present and available on the market. Finally, due to the complexity of the project, the Contracting Authority judges that it will likely be impossible to award the Contract without prior negotiations.
