Delivery of military vehicles in various configurations with a loading capacity of 12kN including the delivery of Remote Control Weapon Systems (RCWS), protection packages, add-ons, attachments and services (set out in 1 delivery agreement) and maintenance of the delivered vehicles, RCWS, protection packages, add-ons and attachments (set out in two maintenance agreements). The vehicles 12kN project consist of a (single) European procurement procedure for 5 types: Softtop, Hardtop, Pick-up, Casualty transport, and Military Police/Air Force Security Vehicle (MP/AFSV). The Softtop and Hardtop shall accommodate a crew of 2+2. The Pick-up shall accommodate a crew of 2. The Casualty transport shall accommodate a crew of 2 and either 2 lying of 4 sitting casualties. The MP/AFSV shall accommodate a crew of 2+6. The vehicles have high off-road mobility requirements. All occupants must be protected against ballistic threats to a level exceeding Level 2 conform STANAG 4569 through the use of permanent and/or modular protection. The personnel compartment of the Hardtop, Pick-up and Casualty Transport and the Casualty Transport compartment shall have protection against blast threats associated with roadside IED’s. This shall include blast protected seats and proper securing of all items of mass. The DMO strives to procure one 12kN vehicle family of a single series having the same structural, drive train, electrical and other components. In case the requirements cannot be met within a single vehicle family, a distinction in 1 series of the types Softtop, Hardtop, Pick-up and Casualty transport and 1 series of the type MP/AFSV is allowed. Add-ons and attachments include (protected) ring mounts, swing mounts, winch systems, driving instruction modules, run-flat systems and assault ladders. With respect of the delivery of the RCWS, the future supplier shall be responsible for successful integration of the RCWS on the Hardtop, on the MP/AFSV optional and on another vehicle type of the NL MoD. The maintenance for the Vehicles 12kN and RCWS consist of two logistic scenarios, each scenario set out in a separate maintenance agreement. A ‘cooperation’ scenario for the types Softtop, Hardtop, Pick-up and Casualty Transport and the RCWS in which the future supplier has to a great extent responsibility for the organization and the execution of maintenance, utilizing both its own personnel and the available trained Defence mechanics. An ‘outsource’ scenario for the type MP/AFSV in which the future supplier is fully responsible for the organization and the execution of maintenance, utilizing its own personnel. For the types Softtop, Hardtop, Pick-up and Casualty transport, a network coverage within a distance (by road) of 40 km is required for Havelte, Schaarsbergen, Stroe, Vlissingen, Gilze Rijen and Oirschot and preferred for Ede, Eibergen, Ermelo, ‘t Harde, Roosendaal and Vredepeel. For the type MP/AFSV a network coverage within a distance (by road) of 40 km is required for Volkel and preferred for Eindhoven, Maaldrift and Schaarsbergen. It is of critical importance that within close range the NL MoD always has supplier maintenance capacity at its disposal and that the future supplier is familiar with the Dutch regulations to carry out maintenance.
