Introduction:
Air Traffic Control The Netherlands (ATC-NL) is a Dutch independent administrative organisation that is responsible for providing air traffic services to civil air traffic in the Dutch airspace in a safe, efficient and environmentally sensible way. In the Dutch Aviation Act this and all other tasks of ATC-NL have been laid down. For the purpose of air traffic control, ATC-NL relies on communication, navigation, surveillance and Air Traffic Control systems. These systems provide the โhands and eyesโ for the air traffic controller and are therefore most critical for performing the main tasks of ATC-NL. ATC-NL is listed as a national Critical Safety Environment. All current and future systems must be compliant accordingly.
Reason of the assignment:
This tender procedure โ reference number PRA-2201: is aimed at the purpose of renewal of the Distance Measuring Equipment (DME) that is either co-sited with an beacon (En-route DME) or Instrument Landing System (Terminal DME).
Scope of supply:
Deliveries: En-route DME including transmitter, antenna-cables and antenna for the locations:
โ test environment (no antenna-cables and antenna needed) in January 2018 โ March 2018,
โ Groningen Airport Eelde (EEL) in February 2018 โ in May 2018;
โ Rotterdam (RTM) or Haamstede (HSD) in 2018,
โ Schiphol Airport (SPL) in 2018;
โ Den Helder (HDR) in 2018.
Terminal DME including transmitter, antenna-cables and antenna for the locations:
โ Lelystad (LE05) in February 2018 โ in May 2018,
โ Schiphol Airport (SPL06) in 2018,
โ Schiphol Airport (SPL22) in 2018,
โ Schiphol Airport (SPL36C) in 201,
โ Schiphol Airport (SPL18C) in 2018,
โ Schiphol Airport (SPL18R) in 2018,

โ Factory Acceptance Test,
โ Site Acceptance Tests,
โ the tests in order to demonstrate SWAL 3,
โ on-site installation and incorporation of the DME and antenna,
โ training of technical personal,
โ maintenance services, and
โ support.
Options:
โ Terminal DME Lelystad (LE23) in 2022.
Goal of this public procurement is to sign an Agreement with 1 supplier. The awarded Agreement extends to the procurement and delivery of DME including the necessary components, antennas and services for installation, testing and maintenance support. The Agreement includes a 2 year warranty for the DME. During the Warranty the Contractor provides Support to ATC-NL. The Maintenance Services are included in the Agreement and commence after the Warranty has lapsed for the first installed DME.
This Agreement will have a duration of 13 (say: thirteen) years. After this initial period, ATC-NL has the unilateral right to extend this Agreement for consecutive periods of 5 (say: five) years, with a maximum amount of extensions of 2 (say: two). During these potential periods of extension, the conditions as laid down in the Agreement shall apply.
Planning:
It's mandatory that the first En-route DME is put into operational use in February 2018 โ May 2018 at Groningen Airport Eelde and the first terminal DME is put into operational use in February 2018 โ May 2018 at Lelystad Airport. The DME for the test environment should be in operational use in January 2018 โ March 2018.
