List of main supplies or services (reference statements) on processing payment transactions

Technical bodies and quality control. Candidates are required to have a PCI DSS level 1 certificate concerning a redundant payment gateway. Candidates are required to have an available audit report concerning the security of a working redundant payment gateway.

Description of technical equipment and quality control measures. Candidates are required to comply with standards concerning technical equipment, quality control measures and potential for design and research. Candidates are required to have an ISO 9001:2008 or 2015 (or equivalent) compliant certified quality control system when submitting their Request to participate. The certificate must be issued by a certification agency recognized by the national/international accreditation system, such as the EN 45000 series of European standards. Candidates are required to have an ISO 27001:2013 certification or equivalent and an ISO 27002: 2007 certification or equivalent. Candidates' operating processes, backend systems and frontend systems are currently PCI-certified.

Professional authority. Candidates are required to provide proof of their professional authority. Professional authority consists of 2 aspects: Candidate is under the supervision of a national body who is responsible for monitoring the compliance of the Payment Service Directive 2007/64/EC of the European Council. Candidate holds a payment institution license in its EU home country and a license, approval or exemption in the countries outside of the EU Candidate processes payment transactions.

3.3.3 Technical specifications and performance conditions

Candidate must comply with the following technical specifications and performance conditions by submitting a duly signed ESPD.

1. Candidate has not received any warnings, fines and other measures from local regulators and Card schemes over the last 2 years. If Candidate can not meet this Requirement, he can explain the nature of received warnings or fines or imposed measures and defend his professional integrity.

Proof: Signed declaration from Board and available audit reports from Card schemes, to be submitted in verification phase.

2. Candidate is duly registered (and has not been de-registered during its existence) with the national commercial register.

Proof: Valid extract and history of registration with national commercial register, not older than 6 month at the time of Tender submission date, to be submitted in verification phase.

3. Candidate holds adequate insurances relating to professional indemnity, data breaches and cyber-crime (overview with coverage and limits to be provided).

Proof: A current insurance policy, or certificate stating mentioned coverage, to be submitted in verification phase.

Economische en financiële draagkracht: Geen.

Uitvoering van de opdracht
Voorwaarden voor de uitvoering van het contract:

The core labour standards, as laid down in the conventions of the International Labour Organisation (ILO) and the right to freedom of association and collective bargaining. Human rights under the Universal Declaration of Human Rights. The Candidate must publish its corporate social responsibility policy externally and annually. During the contract period Candidate, and/or affiliates within the group of a company or corporation, as well as their respective legal successors, aspires to act in the spirit of the rationale of the Convention on Cluster Munitions as adopted on 30.5.2008 in Dublin. Candidate, and/or affiliates within the group of a company or corporation, as well as their respective legal successors, does not and shall not invest directly in parties of which Candidate knows or in all fairness ought to know that those parties are involved in the production, sale or distribution of cluster munitions.
