The scope of the tender will focus on the following aspects (lump sum turn key design&construct):
— CO2 capture with Quench, absorption and desorption process including appendages, piping and all the utilities,
— integration with WtE plant 3 flue gas treatment,
— electrical and instrumentation (including process control, standard DCS),
— civil and infrastructural works,
— overall project coordination including interface management and HSE supervision,
— multi solvent use,
— integration with existing steam/heat distribution process responsibility and design responsibility.
Optional scope:
— liquefaction and storage buffers of the CO2, depending on the outcome of tender 62069 (Concurrentiegerichte dialoog Afzet CO2),
— extension of scope to include full CO2 capture at WtE line 3 as well as future CO2 capture at WtE lines 1 and 2 and/or at the biomass energy plant, based on similar technology,
— maintenance contract for the period of the technical and economic life cycle.

Notwithstanding the diligent preparation of the initial tendering procedure, only Aker Solutions decided to submit an offer. This offer was deemed unacceptable and not fitting Twence.
Consequently, Twence decided to enter into negotiations with Aker pursuant to the rules on the use of the competitive procedure with negotiation.
Since the initial offer was deemed unacceptable and not fitting, parties entered into negotiations regarding optimizations as regards the nature and extent of the works.
Negotiations pertained about the location of the installation, as provided for in the tender documents. Parties also discussed possibilities for the most optimized distribution of investment.
In addition, the optional scope regarding liquefaction has indeed been integrated into the contract.
