Air Traffic Control the Netherlands (ATC-NL) is a Dutch independent administrative organisation that is responsible for providing air traffic services to civil air traffic in the Dutch airspace in a safe, efficient, and environmentally sensible way. In the Dutch Aviation Act this and all other tasks of ATC-NL have been laid down. For the purpose of air traffic control, ATC-NL relies on communication, navigation, surveillance and Air Traffic Control systems. These systems provide the ‘hands and eyes’ for the air traffic controller and are therefore most critical for performing the main tasks of ATC-NL. ATC-NL is listed as a national Critical Safety Environment. All current and future systems must be compliant accordingly.

Goal of this public procurement is to sign an Agreement with 1 supplier. The awarded Agreement will consist of an Agreement for the design, procurement of components, construction, delivery, testing and the maintenance support services of the Airport Surface Movement Radar Equipment for SMR-1. The maintenance support services are included in the Agreement. The Agreement covers for the Maintenance and Support of the Airport Surface Movement Radar Equipment by the contractor and shall include a 2 (two) year warranty period.

The Agreement includes the unilateral option for ATC-NL to procure extra Surface Movement Radar Equipment for SMR-3 within 3 years after the date that the Agreement entered into force. In that case the conditions and specifications as set out in the Agreement shall apply. In case ATC-NL wants to make use of the right to procure the extra surface movement radar equipment, the Agreement shall terminate ultimately 15 years after the successful execution of the SAT on this extra surface movement radar equipment.
