SURFnet is searching for a Partner that can provide a solution for the SURFnet8 service layer. The aim of the Tender Procedure is to award a Contract to a Partner that can provide the requested equipment, services, innovation and support.
SURFnet is aiming for an advanced network with fully automated deployment of services in a programmatically controlled environment.
The network should be user centric, and incorporate and implement leading edge and emerging technologies building a flexible network.
The scope of the Contract for delivering the SURFnet8 service layer consists of:
1. Network equipment delivering network services:
— L2 services (P2P, MP2MP);
— L3 services (IP transit, VPN);
2. Software for provisioning and management of the network elements;
3. Software for provisioning and management of the network services.
In addition to the equipment and software, the scope of the Contract consists of services delivered by the Partner for:
4. Maintenance and support of the network equipment and management software;
5. Design and implementation support of the service layer;
6. Migration process development.
SURFnet is looking for a solution that is simple to operate and has programmability at its core.

Motivering voor een raamovereenkomst van meer dan vier jaar:
The maximum duration of the Contract is 8 years with an initial term of 4 years and 4 optional extensions of 1 year each.
Justification (in Dutch only).
Exceeding the maximum term of the framework contract has both economic and technical reasons. From a technical perspective, the replacement cycle of the envisaged equipment for the service layer is generally longer than four (4) years: on average after four (4) years there will be a new definition phase, before a next project will be initiated for the transition to a next generation of equipment. Therefore, the tendered equipment will be needed for at least 6 years, while during that period it should be possible to acquire additional equipment and also 1 year should be added for the migration to a next generation of equipment. Moreover, the initial deployment of the tendered equipment will take some time; the period prior to taking the new equipment in production takes on average 6 to 12 months. From an economic perspective, the reason for the prolonged use is due to the investments that were made with the purchase of the equipment. In principle, it will not be possible to combine the tendered equipment with those from other vendors.

For that reason it is expected that SURFnet must be able to work with the supplier of the tendered equipment (technology) for six (6) to eight (8) years. Moreover, it is expected that after five (5) years SURFnet will only order limited amounts of equipment for the purpose of replacing old equipment and making new connections.
