SURFnet is searching for a Partner that can provide a solution for the SURFnet8 photonic layer. The aim of the Tender Procedure is to award a Contract to a Partner that can provide the requested hardware, software and support.
For the next generations of the SURFnet network, SURFnet requires a new photonic layer. This Tender aims to renew the bandwidth providing photonic layer, which is used for SURFnet's domestic services and potentially the Cross Border Fiber (CBF) systems.
The scope of the Contract for delivering the SURFnet8 photonic layer consists of:
1. Hardware, i.e. the physical equipment including installation related materials;
2. Software and licenses (including software interfaces (APIs)) for planning, performance monitoring, troubleshooting, fault detection, provisioning, security and accounting, automation and programmability;
3. Layer 0 and layer 1 control plane functionality;
4. Training and periodic training sessions for current staff and staff to be hired in the future and external personnel;
5. A migration scenario from our existing Ciena CPL and DWDM layer to a new solution. This may include field service support and the provision of temporary hardware;
6. High level design activities for migration, introduction of new features or equipment and complex changes;
7. M&S (Maintenance and Support). SURFnet will stock its own spares;
8. Installation and de-installation procedures for equipment and software;
9. Delivery and set-up of a test bed.

Motivering voor een raamovereenkomst van meer dan vier jaar:
The maximum duration of the Contract is 10 years with an initial term of 4 years and 6 optional extensions of 1 year each.
Justification (in Dutch only):
Exceeding the maximum term of the framework contract has both economic and technical reasons. From a technical perspective, the replacement cycle of the envisaged equipment for the photonic layer is generally longer than four (4) years: on average after six (6) years there will be a new definition phase, before a next project will be initiated for the transition to a next generation of equipment. Therefore, the tendered equipment will be needed for at least eight (8) years, while during that period it should be possible to acquire additional equipment and also one year should be added for the migration to a next generation of equipment. Moreover, the initial deployment of the tendered equipment will take some time; the period prior to taking the new equipment in production takes on average six to twelve months. From an economic perspective, the reason for the prolonged use is due to the investments that were made with the purchase of the equipment. In principle, it will not be possible to combine the tendered equipment with those from other vendors. For that reason it Is expected that SURFnet must be able to work with the supplier of the tendered equipment (technology) for 8 to 10 years. Moreover, it is expected that after 7 years SURFnet will only order limited amounts of equipment for the purpose of replacing old equipment and making new connections.
