The Participating NCBs are the following: — Banque centrale du Luxembourg; — Central Bank of Malta; — Central Bank of Cyprus; — DNB; — Národná banka Slovenska; — Banka Slovenije; — Suomen Pankki — Finland‘s Bank; and — Eesti Pank.

Notes to document: 1. For the circumstance as referred to in Section 2.86 and Section 2.87, subsections 1(b) and 1(c) of the Public Procurement Act (Aanbestedingswet), a Declaration of Conduct for Tenderers (Gedragsverklaring aanbesteden) must be provided. The Declaration of Conduct for Tenderers must not be more than 2 years old at the time of submitting the RTP.

2. For the circumstances as referred to in Section 2.87, subsection 1(a) of the Public Procurement Act (Aanbestedingswet), an extract from the Trade Register (Uittreksel uit het Handelsregister) must be provided which is no more than six (6) months old at the time of submitting the RTP (bankruptcy/liquidation/suspension of payments).

3. For the circumstances as referred to in Section 2.87, subsection 1(d) of the Public Procurement Act (Aanbestedingswet), a Tax Inspector's Statement (Verklaring van de Belastingdienst) must be provided which at the time of submitting the RTP is no more than six (6) months old (payment of taxes and social security contributions).

Requirement: ECB accreditation.

Description: All Contractors (printing works), Subcontractors, and their suppliers meaning Euro secure items suppliers and paper mills involved in the fulfilment of an Order, shall have to be accredited by the ECB under the latest standards for quality, security, environment, health and safety.

Requirement: Incompatible State Aid.

Description: The Candidate shall not have received state aid within the meaning of Article 107(1) of the TFEU that has not been declared compatible with the TFEU upon notification to the European Commission or which is not deemed to be compatible with such market pursuant to an EU Regulation or Decision. This enables the entity concerned to rebut the distortion of competition presumption by explaining that the measure concerned is not a state aid measure within the meaning of Article 107(1) TFEU or that the measure has been declared or is deemed to be compatible with the TFEU.

Requirement: In-house-printing works.

Description: In-house printing works are not eligible to participate in this tender procedure (we refer to the ECB Guideline).

Requirement: Public Printing Works.

Description: Public printing works shall only be admitted as Candidate if the public printing work has implemented the arm's length principle prior to taking part to this tender procedure.
