Offshore Grid NL — Certifying Authority Platform Borssele Alpha and Beta

In the Energieakkoord (September 2013), the Dutch government has stated its intention to develop 3,5 GW of wind energy production capacity offshore in the Netherlands by 2023. The ‘Offshore Wind Energy Act’ (Wet Windenergie op Zee) of 5.7.2015, introduces a new approach for the development of wind energy in the Dutch North Sea via a structured approach coordinated by the government.
In order to develop the offshore grid according to the time frame of the Energieakkoord, the ‘Offshore Wind Energy Act’ allows TenneT TSO B.V. (hereafter TenneT) to start preparatory tasks in anticipation of formal designation. The formal designation of TenneT as offshore grid operator in the Dutch Economic Exclusive Zone will be arranged via a revision of the existing Electricity Act, expected in 2016. In this role TenneT will be responsible for the grid connection of new offshore wind farms via a standardized grid connection system to the existing system onshore, including the design, fabrication, installation, operations and maintenance of the offshore substations and HVAC cable systems.
TenneT's intention is to build 5 platforms, which will connect 2 wind farms of 350 MW each. The platforms will be standardized, meaning that the 5 platforms will be based on the same concept, in order to reduce costs. The platforms will be located approximately 25 km west off the Dutch coast.
The offshore substations are to carry high-voltage switching and transformation equipment as well as auxiliary facilities. Intake power from the wind farms will be 66 kV, export power will be 220 kV.
Tentatively the topsides size is L45m x W21m x H30m and its weight is approx. 4 500 metric tonnes. The weight of the jacket is approx. 2 000 metric tonnes.
The substations will be unmanned. All control is normally carried out from the onshore control centre.
This tender concerns the Certification of the Borssele Alpha Platform by a Certifying Authority primary for the execution phase of the project and the option for the Certification of the Borssele Beta Platform.
