Market consultation eID applet and middleware
The Ministry of the Interior and Kingdom Relations (IKR) as contracting authority intends to launch a call for tenders in 2016, leading to the conclusion of a contract for the development / licensing of an eID applet and a compatible middleware solution. In order to facilitate the design phase as well as the preparation for this tender, a Market Consultation is deemed necessary.
This Market Consultation is carried out by HIS on behalf of IKR.
The Ministry of the Interior and Kingdom Relations (IKR) as contracting authority kindly invites you to participate in this Market Consultation.
This market consultation focuses on eID applets and middleware solutions, that are compatible with the eIDAS Token Specification, ICAO compatible eIDs or equivalent.
The objective is to get useful feedback on
— Availability of applets and the conditions under which these applets can be placed on chips with the JavaCard OS that are used in the Dutch ID card, Driver's License, as well as future chips and operating systems.
— The feasibility of additional functionality in addition to eIDAS Token specification / ICAO specification, that allows the applet to work with so called Polymorphic Pseudonyms (PPs) and perform the required randomization of the PPs on the card.
— Availability of middleware solutions that work together with readily available applets, be it server based or client based.
— Useful experience on usability, manageability, required amount of end-user support with these middleware solutions, and other critical success factors in deploying middleware solutions.
— The feasibility of a multi-vendor set-up whereby middleware and applet are NOT delivered by the same supplier.
— Planning and pricing.
This feedback will allow IRK to finish the design in the area of applet and middleware as well as prepare for aforementioned Tender. Additionally this feedback will allow IRK to adjust their planning and budget.
