Implementation of Electronic Flight Strips and upgrade of the Tower System

The scope of the tender will be a contract to design, build, maintain and further develop the new Tower System in cooperation with ATC-NL. The contract will be in the form of a framework agreement and is referred to as the Master Agreement. The Master Agreement describes the Process in conformity with which the new Tower System will be rolled-out and maintained. The Process will describe multiple Projects. Each Project is performed under a specific Further Agreement. Each Further Agreement will add functionality to the Tower System as well as the associated Maintenance Services for that added functionality.The 1st Project will be included in the tender procedure. The purpose of the 1st Project is to expeditiously realize the EFS System functionality at Amsterdam Airport Schiphol. This 1st Project requires the Contractor to provide an interface to ATC-NL's current Tower System.The anticipated duration of the Master Agreement is 15 years. The Master Agreement will probably enter into force in December 2016 and will therefore end in December 2031. After the initial period of 15 years, ATC-NL has the unilateral right to extend the Master Agreement 2 times with another 5 years.Initially the scope of supply extends to the Amsterdam Airport Schiphol location. Although at the moment of this tender procedure the upgrade of the other ATC-NL control towers is not foreseen, ATC-NL wants the option during the term of the Master Agreement to upgrade these towers.ATC-NL is aware that future requirements, such as PCP requirements will be implemented internationally in the coming years. The Master Agreement will extend to such future developments.Each of the Projects under the Master Agreement includes deliveries and services that are listed here below. Please note that information containing further details of the deliveries and services will be further detailed in the Invitation to Tender including the Master Agreement.Projects under the Master Agreement include:1. Expeditiously implement the EFS System functionality to the current Tower System;2. Implement other changes to the new Tower System which are solutions with regard to several current operational constraints;3. Implement large changes to the (new) Tower System that are required in the near future. For example, the following conceivable functions/changes are foreseen:a. Improved safety nets and attention triggers;b. iCAS interface to the (new) Tower System;c. PCP requirements to the (new) Tower System;4. Improve system support through cooperation with the supplier and cooperation with other customers of the supplier (e.g. through user groups).Deliveries for a Project:— Software and perpetual (user) licenses to ATC-NL;— Hardware for the new Tower System for the Development, Test, Education (Training) and Production (Operational) Environments for Amsterdam Airport Schiphol;Documentation:Services for a Project:— Establishing during workshops the requirements in cooperation with LVNL, where LVNL is responsible for the System Requirements Document (SRD) and the Contractor for a Gap analysis;— Translating the system requirements to a system design;— Acceptance Tests (including at least Factory Acceptance Test and Site Acceptance Test);— On-site activities;— On-site support during the transition from the current operationally in use Tower System to the new Tower System;— Training;— Maintenance and Support.The general purchase conditions with the title ‘ATC-NL General Procurement Terms and Conditions’ dated 4.9.2013 shall in conjunction with the contract apply to the execution of the Contract.
