NUON's power plant Hemweg 8, located in Amsterdam, has been commissioned in 1993 and is equipped with ABB's control system Procontrol P14, some parts in Procontrol P13 and a visualization layer PBS30. Both ageing and obsoleteness of parts leads the owner to contemplate renewal in some form. The asset is a 630 MWe net output unit with an ABB make turbogenerator. The boiler is a supercritical Benson type boiler with dual fuel opposite wall burners, on pulverized coal and natural gas. During the awarding phase it may be decided that a third fuel (wood pellets) will be introduced to a further to be determined amount. The aim of the modernization is to protect the asset value by maintaining the availability/maintainability functions beyond the obsoleteness date. To this end, renewal of control layer hardware, and if needed, operating layer hardware is anticipated. Functionality is expected to be migrated fault-free as well as fault free hardware projection. Project execution on site is determined in 2018 (indication calendar weeks 22 to 29) and including all commissioning activities, in parallel to other maintenance works. Also in the execution phase, contractor is to perform the works without owners' involvement for installing, proof testing, commissioning. Owners operators will of course perform their role though when (sub) systems come available (both form overhaul and controls point of view). Contractor must have a thorough understanding of current hardware/software solutions in order to come to work packages and work approach which eliminates risk involved in migration but in pace with outage moment and duration. Contractor must have in-house hands-on knowledge on (design of) boiler controls and protection, turbo generator controls and protection. Current system is compliant with VGB standard in setup, in library and typicals usage. User acceptance improves with better compliance with the standard by the target system. In general, the proposed new elements shall enable smooth operation and maintenance.
