PRJ-1606b — Last Resort Radio Telephony System — Central Equipment
Air traffic control the Netherlands (ATC-NL) is a Dutch independent administrative organisation that is responsible for providing air traffic services to civil air traffic in the Dutch airspace in a safe, efficient, and environmentally sensible way. In the Dutch Aviation Act this and all other tasks of ATC-NL have been laid down. Besides the provision of air traffic services these tasks consist of the provision of communication, navigation and surveillance services (including the modernization and management of these technical systems), giving aeronautical information, catering for air traffic control training and providing aviation charts and publications. In short, ATC-NL is responsible for the control of Dutch civil airspace as well as parts of the North Sea area and everything related. ATC-NL became operational in 1923 and since 1993 as an so called ‘Independent Administrative Body (ZBO)’. You can read and download relevant information regarding ATC-NL on

www.luchtverkeersleider.nl. The tender procedure concerns the design, delivery, installation and bringing into service of Air Traffic Control communications equipment within the national safety critical environment Mainport Schiphol.
The scope of supply consists of the design, delivery and installation of three Last Resort Radio Telephony Systems (LRRTS) including hardware and software for Monitoring and Control purposes at ATC-NL locations. The LRRTS are located at Schiphol-East, Schiphol-Centre and Rotterdam. Each LRRTS has access to 1 transmitter and 1 receiver site. As a rough indication the following key figures can be given regarding the LRRTS: number of connected radios: varying between 12 to 50 radio transmitters and 12 to 50 radio receivers per site;number of Control Working Positions: varying between 12 to 50 positions per site andnumber of radios to be handled at a Control Working Position: circa 20 radio transmitters and 20 radio receivers per position.

Equipment: Central Equipment (CE) including Cabinets in the hardware room for Schiphol TWR Central Equipment (CE) including Cabinets in the hardware room for Schiphol APP/ACCCentral Equipment (CE) including Cabinets in the hardware room for Rotterdam TWR/APP Controller Working Positions in the operational and the hardware room Monitoring and Control equipment including work stations, software and licenses
Documentation Services: System Design and System Design Review Acceptance Tests (Factory Acceptance Test and Site Acceptance Test) On-site Installation of Central Equipment On-site Support during the transition from the current operationally in use LRRTSs to the new ones Training Maintenance and Logistics Support Options:
Option 1: Central Equipment (CE) including Cabinets in the hardware room including Services, 5 Controller Working Positions and Monitoring & Control equipment including work stations, software and licenses.
Option 2: Central Equipment (CE) including Cabinets in the hardware room including Services and 30 Controller Working Positions and Monitoring & Control equipment including work stations, software and licenses.
Option 3: Central Equipment (CE) including Cabinets in the hardware room including Services, 40 Controller Working Positions and Monitoring & Control equipment including work stations, software and licenses.

ATC-NL wishes to select a maximum of 7 Candidates who have proven themselves as capable in realizing similar contracts successfully. The selected Candidates will then be eligible to receive an Invitation to Tender.
