Gas TSO Efficiency Benchmark

Several energy regulators in Europe have expressed an interest in benchmarking their gas TSOs. Such a pan-European (cost-) efficiency benchmark already exists for electricity TSOs, with the e3grid2012 study being the most recent endeavor, but is still lacking for gas TSOs. A gas TSO benchmark is of relevance to NRAs as European gas regulation stipulates that tariffs of a TSO shall reflect the actual costs incurred insofar as these costs correspond to those of an efficient and structurally comparable network operator.
As a first step NRAs gathered in CEER have commissioned a feasibility study for a pan-European gas TSO cost-efficiency benchmark. This study, carried out by Sumicsid in 2014, finds that a gas TSO benchmark is feasible, though challenging. Following the result of the feasibility study, the NRAs have decided to follow up with the actual benchmark study. This tender invites interested consultants to submit a proposal for carrying out the benchmark study.
The general objective of a cost efficiency benchmark is to measure the managerial performance of a transformation of resources (inputs) into services (outputs), where necessary controlling for exogenous complicating factors. The feasibility study investigated whether and how a regulatory benchmarking of gas transmission could be done in Europe. Its purpose was not to present a detailed plan for such benchmark study, but aimed at addressing some principal issues by providing analysis and some feasible solutions to the identified challenges. The feasibility study, its appendix and the appraisal of it by CEER and TSOs are attached to and form an integral part of this tender document.
The purpose of the benchmark study is to derive a static efficiency figure for each of the participating TSOs. Static efficiency reveals how the performance of a TSO compares to other TSOs in a certain year (also known as catch-up). The feasibility study and the appraisals of it should serve as a guide for conducting the benchmark study. Optionally the benchmark study may deliver a dynamic efficiency figure. Dynamic efficiency relates to the performance improvement of TSOs over time (also known as frontier shift).
