The scope of the project is not fixed and firm yet and may even change after signing the contract for the services. The change could either be an increase or a decrease. Changes can be up to approx. 30 % of the scope; the changes will probably comprise the addition/reduction of office workplaces and/or parking places. Applicants need to be aware of these possible changes and must be capable of absorbing them, after timely notice by the contracting authority.The services concern the entire building and the surrounding infrastructure/terrain, and also include utility connections. The services will at least entail the preliminary design. As the project approach model has not yet been established, it is currently uncertain how the project and the services will continue after the preliminary design. If the traditional project organization of the preliminary design will be continued, the service provider continues the services, possibly until a detailed design and tender specifications are available. The contracting authority then tenders the construction works and hires one or more contractors to carry out the construction works. The contracting authority is however entitled to change the project approach model at any time. An alternative after completion of the preliminary design or final design is that the contracting authority organizes a new tender for the remaining design/engineering/consultancy services and the construction of the project, which will result in an Engineering & Construct contract. In that case, the contracting authority may either:— completely terminate the contract with the service provider,— hire the service provider to supervise the works of the Engineering and Construct contractor,— instruct the Engineering & Construct contractor to contract the service provider for the remaining design/engineering/consultancy works, adopting the conditions that have been agreed between the contracting authority and de service provider.By submitting a request to participate the applicant acknowledges that the project approach following the preliminary design has not yet been determined and that the final project approach may have significant consequences for the scope of the services.Because of the possible changes, (part of ) the contract between the service provider and the contracting authority may have characteristics of a framework agreement.
